Dino levels broken?

I'm playing on a single player world on the island and I can't seem to find any high levels on any dinos. I have my difficulty set to 1.3 and haven't been able to find a Dino over level 100 after hours of searching. Am I just getting unlucky or do my settings not allow dinos up to the standard Max level (150)
