Ark PS4 server help

Me and my friend wanna play ark together, how the hell do we do that? We don't understand what "dedicated server" or "non-dedicated" mean. Why can't the game be normal and have only singleplayer and multiplayer? It would be so simple. We appreciate any help we can get 😫😇

For anyone who is knowledgeable on this, what justifies an update addressing so little to be so unacceptably large at 4 GB? I have very poor internet and this is ruining the game for me to have to skip playing the game for a whole day for it to update.
